Description:

The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City’s Public Works and Engineering Services Department maintains approximately 92 miles of public right-of-way as well as five two-lane bridges in a semi-rural community. The City’s Planning Department processes new development projects, some of which require parking and traffic analysis.

The City of Orinda plans to select up to five on-call transportation/traffic engineering firms to provide On-Call Transportation/Traffic Engineering Services through June 30, 2021 with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $25,000 with the ability to amend the limit on an as needed basis. The firm shall employ a registered traffic engineer to assist in providing the requested services. Work may include but is not limited to the following:

  • Analyze implementation of traffic control devices
    • Conduct traffic counts, accident data gathering and analysis
    • Perform a safety analysis of roadways/intersection/crosswalks/etc. for vehicles, pedestrians, and bicyclists
    • Review and recommend traffic calming measures
    • Review and recommend traffic congestion relief measures or lane reconfigurations
    • Prepare signing and striping plans including any necessary specifications
    • Prepare traffic signal modification plans
    • Prepare traffic control plans
    • Perform speed radar surveys to establish appropriate speed limits
    • Prepare traffic signal/stop sign warrant analysis reports
    • Prepare studies to update or establish a mitigation fee program
    • Prepare and implement transportation demand management programs
    • Perform traffic modeling to generate simulations/projections for City projects or proposed development projects in conformance with CEQA and/or NEPA including both project-specific and cumulative impacts
    • Analyze parking impacts from proposed development projects
    • Generally advise City staff on potential traffic control measures
    • On special occasion attend and advise the Traffic Safety Advisory Committee
    • On special occasion, attend City Council and Planning Commission meetings as experts regarding CEQA and/or NEPA on City projects or proposed development projects

Final deliverables may include, but are not limited to, construction and design cost estimates, construction plans, transportation improvement recommendations, alternatives analysis, conceptual drawings, and various types of reports or studies. On occasion for traffic modeling, visual presentations may be needed on display boards to convey the likely model projections on traffic volumes and queuing.

All work generated by the consultant will be compliant with standards and regulations specified by the California Manual on Uniform Traffic Control Devices (MUTCD), California Vehicle Code, Caltrans, Contra Costa County, and the City of Orinda.

Qualifications:
SELECTION CRITERIA

The SOQ’s will be evaluated and ranked by a Selection Committee. Selection of the prospective consultant will be based on the following evaluation criteria:

1. Consultant’s understanding of the scope of work (10%)
2. Recent experience in performing similar on-call services (40%).
3. Qualifications of the project team, including subconsultants that would be assigned to Orinda (30%).
4. Feedback from references given regarding past performance including quality of work and delivery of work within schedule and budget (20%).
5. Ability to meet City contract and insurance requirements (Pass/Fail).

SUBMITTAL FORMAT

Consultants interested in responding to this request for qualifications should prepare their Statement of Qualifications (SOQ) with the following sequence and format. Your SOQ should not exceed 10 pages (8 ½” x 11”).

Statement of Interest, Firm Qualifications, Scope of Work for On-Call Services
Describe your firm’s interest, capabilities to provide Civil Engineering services within the City of Orinda, staff availability and understanding of the scope of work.

Statement of Qualifications (SOQ)
Include recent experience with similar work and a description of the proposed methodology that will be used for scheduling, coordination, management of overall project costs, and quality assurance and quality control.

List of References
Provide a minimum of three public agency references in which your firm has performed similar work as requested in this RFQ.

Attach this completed form with your Statement of Qualifications (does not count toward the page limit). Submittal of the form is not required at the time of submittal of qualifications. However, the form is required for the selected firm(s) at the tie of contract execution. The person(s) filing the form will be the lead(s) on the project.

Rate Schedule for Professional Services (not counted toward page limit)
In a separate, sealed, envelope, clearly labeled as “Rate Schedule valid through June 30, 2021” on the outside of the envelope.

Three (3) bound copies and one (1) unbound copy along with a separate sealed copy of the rate schedule must be received at the following address by 4:00 p.m. on March 14, 2019. No late submittals or postmarks will be accepted.
