Description:

The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City’s Public Works and Engineering Services Department maintains approximately 92 miles of public right-of-way as well as five two-lane bridges in a semi-rural community with 31 miles of creeks.

The City of Orinda plans to select up to three geomorphic engineering firms to provide On-Call geomorphic services through June 30, 2021 with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $25,000 with the ability to amend the limit on an as needed basis. Work may include but is not limited to the following:

  • Assess current fluvial geomorphology conditions of stream facilities and potential causes for current conditions
  • Assess historic and current channel conditions
  • Perform stream investigation and analysis using principles of fluvial geomorphology
  • Perform sediment transport analyses
  • Estimate long term sediment transport
  • Develop conceptual geomorphic models that characterize the geomorphic process that form and modify morphology
  • Map the spatial distribution of channel morphology and geomorphic processes
  • Model bank erosion, bed scour, sediment transport, and deposition to quantify changes in channel morphology
  • Determine the effects between channel morphology, geomorphic processes, and flood hazard mitigation actions
  • Perform screening-level analyses for sediment management
  • Estimate the type and direction of future stream geomorphology based on existing conditions and anticipated future development.
  • Compile existing technical and historical, documents, photographs, and maps relevant to geomorphic conditions
  • Develop narrative description of channel processes based on historical conditions, field observations, and previous work
  • Review available time-sequential aerial photographs to evaluate creek and river morphology
  • Review fluvial geomorphology assessments and stream restoration design developed by others.
  • Review stream modeling and sediment transport analysis developed by others.
  • Review local and general scour analysis developed by others.
  • Write reports and provide recommendations.
  • Provide formal reports containing detailed, project-specific, tailored recommendations for construction of localized scour protections, or for creek restoration projects that would establish geomorphic stability without compromising flood conveyance or maintainability. The expectation is that this report would provide all necessary information to facilitate development of plans for construction.
  • Assist/complete the Army Corp of Engineers Section 408 review process.
  • Using fluvial geomorphology principles, design stream restoration projects within the constraints of City facility goals, financial budgets, and land use designations.
  • Provide engineering support during project bidding and constructions
  • Generally advise City staff on potential mitigation measures
  • Attend City Council and Planning Commission meetings as experts regarding geomorphology on City projects or proposed development projects
  • Attend technical meetings and present design proposals at public forums

Qualifications:
SELECTION CRITERIA

The SOQ’s will be evaluated and ranked by a Selection Committee. Selection of the prospective consultant will be based on the following evaluation criteria:

1. Consultant’s understanding of the scope of work (10%)
2. Recent experience in performing similar on-call services (40%).
3. Qualifications of the project team, including subconsultants that would be assigned to Orinda (30%).
4. Feedback from references given regarding past performance including quality of work and delivery of work within schedule and budget (20%).
5. Ability to meet City contract and insurance requirements (Pass/Fail).

SUBMITTAL FORMAT

Consultants interested in responding to this request for qualifications should prepare their Statement of Qualifications (SOQ) with the following sequence and format. Your SOQ should not exceed 10 pages (8 ½” x 11”).

Statement of Interest, Firm Qualifications, Scope of Work for On-Call Services
Describe your firm’s interest, capabilities to provide Civil Engineering services within the City of Orinda, staff availability and understanding of the scope of work.

Statement of Qualifications (SOQ)
Include recent experience with similar work and a description of the proposed methodology that will be used for scheduling, coordination, management of overall project costs, and quality assurance and quality control.

List of References
Provide a minimum of three public agency references in which your firm has performed similar work as requested in this RFQ.

Attach this completed form with your Statement of Qualifications (does not count toward the page limit). Submittal of the form is not required at the time of submittal of qualifications. However, the form is required for the selected firm(s) at the tie of contract execution. The person(s) filing the form will be the lead(s) on the project.

Rate Schedule for Professional Services (not counted toward page limit)
In a separate, sealed, envelope, clearly labeled as “Rate Schedule valid through June 30, 2021” on the outside of the envelope.

Three (3) bound copies and one (1) unbound copy along with a separate sealed copy of the rate schedule must be received at the following address by 4:00 p.m. on March 14, 2019. No late submittals or postmarks will be accepted.
