The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City’s Public Works and Engineering Services Department maintains approximately 92 miles of public right-of-way as well as five two-lane bridges in a semi-rural community. The City’s Planning Department processes new development projects, some of which require parking and traffic analysis.

The City of Orinda plans to select up to three on-call hydraulic service firms to provide On-Call hydraulic services through June 30, 2021 with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $25,000 with the ability to amend the limit on an as needed basis. Work may include but is not limited to the following:

  • Perform Consultations with City staff and other appropriate agencies
  • Conduct training and instruction to stakeholders
  • Facilitate and procure permits from outside agencies
  • Assist CEQA/NEPA documentation
  • Prepare/review reports and provide recommendations including those related to FEMA processing requirements
  • Complete permitting and reporting and coordination
  • Provide technical support for City’s geographic information systems (GIS)
  • Review hydrology and/or hydraulic reports submitted to the City
  • Review existing or assist in the development of new City guidelines, practices, and standards for hydrology and/or hydraulics studies
  • Perform floodplain studies and hydrologic analysis of bridges, hydraulic conveyance floodplain impacts, foundation scour analysis, sediment transport analysis using one and two dimensional modeling
  • Perform hydraulic modeling
  • Perform zero rise analysis for proposed projects
  • Provide analysis of drainage basins using various techniques and computer modeling
  • Perform hydrology and/or hydraulic calculations and prepare reports explaining the procedures, assumptions, and results
  • Prepare capacity and condition assessments
  • Assess current condition of existing flood control facilities, such as concrete channels, earthen channels, steel structures, drop structures, energy dissipaters, embankments, levees, floodwalls, earth fill dams, and concrete and metal culverts and pipes. 
  • Evaluate channel improvements
  • Develop concept and schematic designs including alternatives
  • Design bank scour protection and river retraining structures
  • Evaluate and design structures for stormwater retention, detention, and/or treatment
  • Assist in the installation of new stream and/or rain gauges
  • Perform economic feasibility analysis and report
  • Estimate the remaining design life and provide focused recommendations for repair or rehabilitation
  • Prepare cost estimations and schedules
  • Assist with construction documents, biding, and support

The SOQ’s will be evaluated and ranked by a Selection Committee. Selection of the prospective consultant will be based on the following evaluation criteria:

1. Consultant’s understanding of the scope of work (10%)
2. Recent experience in performing similar on-call services (40%).
3. Qualifications of the project team, including subconsultants that would be assigned to Orinda (30%).
4. Feedback from references given regarding past performance including quality of work and delivery of work within schedule and budget (20%).
5. Ability to meet City contract and insurance requirements (Pass/Fail).

Special Requirements:

Consultants interested in responding to this request for qualifications should prepare their Statement of Qualifications (SOQ) with the following sequence and format. Your SOQ should not exceed 10 pages (8 ½” x 11”).

Statement of Interest, Firm Qualifications, Scope of Work for On-Call Services
Describe your firm’s interest, capabilities to provide Civil Engineering services within the City of Orinda, staff availability and understanding of the scope of work.

Statement of Qualifications (SOQ)
Include recent experience with similar work and a description of the proposed methodology that will be used for scheduling, coordination, management of overall project costs, and quality assurance and quality control.

List of References
Provide a minimum of three public agency references in which your firm has performed similar work as requested in this RFQ.

Attach this completed form with your Statement of Qualifications (does not count toward the page limit). Submittal of the form is not required at the time of submittal of qualifications. However, the form is required for the selected firm(s) at the tie of contract execution. The person(s) filing the form will be the lead(s) on the project.

Rate Schedule for Professional Services (not counted toward page limit)
In a separate, sealed, envelope, clearly labeled as “Rate Schedule valid through June 30, 2021” on the outside of the envelope.

Three (3) bound copies and one (1) unbound copy along with a separate sealed copy of the rate schedule must be received at the following address by 4:00 p.m. on March 14, 2019. No late submittals or postmarks will be accepted.
